Fulmen
Storyline:
James lives in a world where electricity has been as free as the air he breathes, as it has been for the past century since the invention of the Fulmen. The Fulmen extracts energy from it surroundings and converts it into electricity. The storage, however, is within the user rather than the device itself! Due to the president's mysterious disappearance, James must investigate what's going on in the world and what he can do to regain peace. All the while, he must team up with a new friend to save someone close to him from a mysterious group of people and an increasing level of danger…Comments (7)

I extracted the game and apparently, it's missing the Graphics folder. Happened twice and I have RTP installed. Maybe be something you want to look at?
