1. I dont know for sure what you are asking but yes you can use pictures in Ace.

 

2. You can either use the fadeout or tint screen event command or for fogs I use http://victorscripts.wordpress.com/rpg-maker-vx-ace/field-scripts/fog-effects/ in combination with the images from rpg maker XP fogs.

 

3.Simply on the map you dont want the rain set an event to do none for the weather effects and that should clear it up.
